GENERAL STATEMENT OF DUTIES: Performs administrative work to determine continuing eligibility
for Housing Choice Voucher program participants; performs related duties as required.

DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible for investigating, verifying, and certifying ongoing eligibility of Housing Choice Voucher program participants in accordance with Federal Regulations and internal policies. Duties also include calculating rent levels and adjustments, conducting annual recertification’s of program participants, serving as a liaison between program participants and their landlords, and compiling data and completing reports. Tact, courtesy, and firmness must be exercised in dealing with residents. Work is performed under the supervision of the Section 8 Supervisor. Work is evaluated while in progress and upon completion for adherence to policy procedures and accuracy.

ESSENTIAL JOB FUNCTIONS:
Provides intensive case management for Section 8 tenants;

Reviews applications and other paperwork to determine continuing eligibility for Section 8 housing;

Uses independent judgement to determine when further information or investigation is necessary;

Performs mathematical calculations to accurately determine rent levels;

Updates records of family changes as necessary;

Updates participants’ files;

Terminates participants from the Section 8 programs when they no longer qualify or when they are non\002compliant;

Assists in resolving landlord/tenant issues and concerns regarding the Section 8 Program;

Terminates participants from the Section 8 programs when they no longer qualify or when they are non\002compliant;

Communicates with other public offices such as social services and crisis ministry to determine the need of the applicant or tenant when necessary;

Files correspondence.

JOB RELATED PHYSICAL ACTIVITY REQUIREMENTS: This position involves sedentary work
requiring the employee to occasionally exert up to 25 pounds of force and less force frequently to move objects. Physical activity related to this position may include climbing, fingering, feeling, talking, hearing, and repetitive motions. Sufficient visual acuity is required to prepare and analyze data and figures, do extensive reading, accounting functions, and use a computer terminal. An employee in this position will not substantially be exposed to adverse environmental conditions although the worker could be “reasonably anticipated” as a result of performing their job duties to face contact with blood and other potentially infectious materials.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of federal, state, and
local policies, procedures, and laws relating to section 8 program and agency operations; considerable knowledge and skill in interviewing techniques and re-verification of resident need and confidential information; ability to multi-task in a fast-paced environment while maintaining accuracy, general knowledge of general office practices, intermediate level business math, and business English; some knowledge of available local public assistance programs; skill in the collections and manipulation of detailed data and the preparation of reports; skill in the efficient and accurate operation of office equipment including personal computers and related software, copiers, and calculators; ability to make accurate mathematical calculations; ability to follow written and oral instructions and to plan, organize, and execute work; ability to form effective working relationships with co-workers and to work with residents and landlords in a firm but tactful manner.

ACCEPTABLE EXPERIENCE AND TRAINING: Associate Degree in Business Administration and five
(5) years of progressive experience in Section 8 housing including contact with the public; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

ADDITIONAL REQUIREMENTS: Section 8 Eligibility, Rent Calculation, and Occupancy Certification or
the ability to obtain them within twelve (12) months of employment. Possession of a valid North Carolina or South Carolina driver’s license.

Section 8 Supervisor

GENERAL STATEMENT OF DUTIES: Performs managerial and administrative work in the application processing and landlord liaison functions for the Housing Authority’s Section 8 Program; performs related duties as required.

DISTINGUISHING FEATURES OF THE CLASS: This employee supervises the work of Section 10 employees who perform the following: accept applications, negotiate leases and review contracts, inspect units, process re-certifications, and owner rent adjustments. This employee also serves as liaison between landlords and applicants moving in and out of Section 8 housing. Work is performed under the supervision of the Assistant Executive Director and is evaluated through conferences, review of records and reports, observation, and success of the public housing program.

ESSENTIAL JOB FUNCTIONS:
Schedules for application processing, briefings, and annual re-examinations and tracks progress of briefings, re-examinations, inspections, move-ins and move outs;

Conducts meetings with Section 8 Staff regarding changes to rules and regulations, staff input on procedures, tenant or landlord problems and trains staff on the implementation of new regulations;

Communicates with tenants by phone or in person regarding appointments missed, default on
payments of promissory notes, landlord miscommunications, problems regarding the condition of
units;

Meets with potential landlords to explain the procedures followed in leasing to Section 8
participants, answering any questions they may have regarding the overall Section 8 Program;

Keeps abreast on current Section 8 Rules & Regulations and implements changes as necessary;

Assists Section 8 Staff in resolving tenant and/or landlord matters;

Reviews resumes for hiring of new staff persons, assist in the selection of new staff persons, and performs administrative personnel functions for Section 8 staff;

Trains new Section 8 Staff;

Approves payment of invoices for Section 8 and processes Section 8 HAP checks;

Collects month’s work from Section 8 Staff and processes changes, payments and checks for the
HAP Program;

Prepares various periodic reports of a financial or otherwise informative nature;

Attends regularly scheduled BOC Meetings and other committee meetings and workshops;

Makes public presentation and conducts public education sessions regarding the Section 8
program;

Manages Project Based caseload;

Periodically supervises GHA staff in the absence of the Executive Director and Assistant
Executive Director;

Makes determination of budget expenditures within the department and reviews budget;

Conducts Supervisory inspections monthly to ensure compliance with Section 8 inspection
requirements;

Audits Section 8 files for each specialist to ensure compliance with all regulations;

Conducts annual employee evaluations;

Sits on adverse action committee and GHA hearing Board.

Performs other duties as directed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Extensive knowledge of HUD regulations including all functions of the Section 8 program; good knowledge of State and Local laws governing public housing and housing authorities; thorough knowledge in real estate, landlord, and renting processes; thorough knowledge of interviewing techniques and verification of applications and confidential information; considerable knowledge of supervisory practices and procedures and working with a staff; skill in the collections, manipulation, and interpretation of detailed data and the preparation of reports; ability to use sound judgment in the planning, directing, and implementing of a variety of federal, state, and local rules and regulations; ability to plan, organize, and assign work to a group of staff employees; Ability to communicate effectively in oral and written forms; ability to form effective working relationships with staff, public officials, landlords, renters, and the public in a firm but tactful manner. Intermediate knowledge and use of standard Microsoft Office applications.

ACCEPTABLE EXPERIENCE AND TRAINING: Associate Degree in Business Administration and five (5) years of experience as a Section 8 Specialist including progressive supervisory experience or ten years of experience in the public housing field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

ADDITIONAL REQUIREMENTS: HCV Specialist Certification, HCV Program Management Certification, Section 8 Management Assessment Program Certification, Section 8 HQS Certification, and HCV Executive Management Certification, Fair Housing Certification, Rent Calculation II or Advanced Rent Calculation Certification or the ability to obtain them within twelve (12) months of employment.
