Gastonia Housing Authority
Proposed Administrative Plan Amendments (HOTMA)
The Gastonia Housing Authority has proposed revisions to its Housing Choice Voucher Administrative Plan to implement the Housing Opportunity Through Modernization Act (HOTMA), effective January 1, 2027. The revisions affect the following chapters:
- Chapter 3 – Eligibility
- Chapter 5 – Briefings and Voucher Issuance
- Chapter 6 – Income and Subsidy Determinations
- Chapter 7 – Verification
- Chapter 11 – Reexaminations
Comment Period: October 12 – November 25, 2026

Comments may be sent by November 25, 2026, to Ms. Campbell at the address or email above. Comments will also be accepted at the public hearing on December 2, 2026.

Important Update on Rent Payments
Due to HUD funding limits and Small Area Fair Market Rent (SAFMR) requirements, payment standards may be adjusted in certain ZIP codes.
For landlords, this could mean the housing authority’s portion of rent may decrease, and some requested rent increases may not be approved if they exceed updated limits.
For participants, if the subsidy amount is reduced, the tenant portion of rent may increase.
We understand these changes can impact both property owners and families, and we remain committed to communicating clearly and supporting housing stability throughout this process.

The Gastonia Housing Authority Board of Commissioners will be having a called meeting on Monday, September 23 at 3:00PM.
